Law Enforcement in the Clear Lake Area
Jun 08, 2026
Phil was raised in southeast Houston attending school in the Pasadena Independent School District. Growing up, Phil was very active in Future Farmers of America raising livestock to show in the Pasadena Livestock Show and Rodeo. After graduating from Dobie High School in 1987, Phil attended San Jacinto College majoring in Criminal Justice. In 1990, he accepted a job with the Harris County Sheriff's Office as a civilian jailer. In 1991, Phil graduated from the Sheriff's Academy as a certified peace officer and was assigned to the Detention Bureau. He left the Sheriff's Office in 1992 and accepted a job with the Harris County Precinct 8 Constable's Office as a patrol deputy. Over the years, he rose through the ranks at Precinct 8, being promoted to Corporal, Sergeant, Lieutenant and Captain. In February 2005, Phil was appointed to the rank of Chief Deputy of Precinct 8 where he oversaw the day-to-day operations of the agency. On June 1, 2011, he was appointed Constable by Commissioner's Court before winning the 2012 election decidedly to keep the position. "I am proud to have served the citizens of this community for over 35 years, and I want to continue serving as Constable. Giving back to this community, keeping our families safe and protecting our streets are my top priorities. I have always striven to build a strong relationship with both the citizens of this community and with the various other law enforcement agencies in our area. As a result, our department receives calls on a daily basis from citizens who know they can count on Precinct 8 to respond quickly to their needs. It is also common for other law enforcement agencies to call on us when they need assistance. I am proud of these partnerships and without a doubt; we have a solid reputation in this community. I intend to keep it that way". "I entered this leadership position with somewhat of a unique perspective on what the job requires and what is expected of me. This is certainly not the time for an inexperienced leader who does not understand the complexity of running an agency. I have dedicated my career to serving the citizens of Precinct 8 and I believe in leadership through honesty, integrity, professionalism and fiscal responsibility. These are not just words to me but rather are the principles on which I have built my career."

The Rotary Club of Space Center Chartered August 6th, 1964 The Rotary Club of Space Center has an outstanding community service history since August 1964 due to its diversified members, all with a passion for "Service Above Self". Not only this, but the Club shares a national heritage in that it grew alongside the manned space program located at the National Aeronautical Space Agency’s Johnson Space Center in Houston, Texas. The bond between the Club and the Johnson Space Center and the friendship that has developed is one of the Club’s enduring values and a rich heritage. With honor the Club carries the name “Space Center” and its banner reflects the manned space program. Many of the former and current members were pioneers in the manned space program and several of the earlier astronauts were honorary members of the Club. There is a wealth of experience, abilities, and talents among its members such that long time member and President of the Club (1990-1991) Billy R. Smith said that the Club was coined the name, “The Can Do Club". According to the Charter Presentation Program, the presentation was held on September 28, 1964 at 7:00 PM at the Houston Yacht Club Shoreacres, La Porte, Texas. Ellis R. Bareiss, Governor’s Representative presided. District Governor Edwin G. Bracher presented the Charter to Ivan E. Brown, President Rotary Club of Space Center. The Rotary Club of La Porte was the sponsoring club. Our Club held regular luncheon meetings on Mondays at 12:15 pm at the Kings Inn. (Note: Monday was chosen because it was the best day to meet due of the extensive travel done by the Rotarians who were with the manned space program. Likewise noon was the best time during the day to meet since there were standup meetings every day the first thing each morning. Per Bob Wren May 1, 2015.)

Global Fraud Machine Targeting Americans
Aug 10, 2026 11:45 AM
As an FBI spokesman, Connor Hagan manages daily press inquiries, coordinates media matters during critical incidents, and amplifies major FBI investigations for public awareness. In this role, Connor enjoys building lasting relationships with law enforcement partners, journalists, and community leaders across Texas while maintaining a dynamic FBI presence on social media. In addition to his public affairs duties, he also serves on FBI Houston’s lifesaving Crisis Negotiation Team. Over a decade ago, Connor began his FBI career as a covert member of FBI Milwaukee’s Special Surveillance Group. As part of that team, he conducted clandestine surveillance operations targeting foreign intelligence agents, suspected terrorists, and corrupt elected officials. He later transitioned into an investigative support role where he assisted counterterrorism, counterintelligence, and violent crime squads with complex investigations. In 2018, Connor accepted an FBI public affairs position in Houston. Two years later, he transferred to serve as the sole FBI spokesman for Arkansas. During this time, he was selected for the FBI’s elite Media Fly Team where he deployed to numerous mass casualty incidents and special security events across the country. Following this assignment, he moved back to Houston in his current role as an FBI spokesman. |

We commemorate this date as one step closer to the formation of our Club back in 1964
Congratulations Space Center!
In a letter dated August 27, 1964 to Mr. President from Fred Lane, Arrangements Committee, detailed several things that had to be done. Fred Lane noted that Rotary International had indicated a special interest in the new club due to its location and the type of membership which included Gordon Cooper, one of the original astronauts.
The letter continued with the arrangements noting that each Rotary Club in District 589 would want to participate to the fullest; therefore, each club was asked to contribute $25.00 toward operating items the new club would need, such as Banner, Flag, Bell, Gavel, Speaker’s Stand, Lapel Buttons, and Identification Buttons.

"The nation changed forever on September 11, 2001. Many Americans remember a country before and a country after, and for many young Americans, only a country after. Terrorist attacks causing tragic loss of life at the World Trade Center in New York City, the Pentagon in sight of the nation’s capital, and a quiet field in southern Pennsylvania led to conversations and reflection on American identity, patriotism, security, and service that resonate today."
